AF Form 78 – Air Force General Officer Promotion Recommendation
AF Form 78 is a general officer’s annual performance report. It contains information regarding performance and potential for promotion. Colonels and lower use a separate form. General officers only use the form when they are within the promotion window. Depending on the number of records to review, the rater may use more than one form. The number of board members may vary, but it will be between four and five.
The purpose of AF Form 78 is to provide detailed information on the officer’s performance during formal education and training. It should be filled out when the training or course is scheduled to last eight weeks or more. However, the form may also be filled out by telephone or electronic mail if the course is short-lived. This process is similar to AF Form 78 but has several important differences.
